The Caribbean region faces a distinct set of human rights challenges rooted in its history, geography, and development context. From deepening socioeconomic inequalities and systemic discrimination to pervasive violence and fragile justice systems, these challenges affect the daily lives of individuals and communities across the region — and demand a focused, coordinated, and rights-based response.

The OHCHR CARICOM Regional Office works alongside governments, civil society, national institutions, and communities to confront these challenges head-on. Guided by international human rights law and grounded in the realities of the Caribbean, our work spans four priority areas that reflect the region's most urgent human rights needs. Through technical cooperation, capacity-building, oversight, and advocacy, we support CARICOM States in building more inclusive, just, and rights-respecting societies where every individual can live in dignity and fully enjoy their fundamental rights.

Poverty and Inequality High indebtedness, limited fiscal space, and the lasting effects of the COVID-19 pandemic have deepened socioeconomic inequalities across the Caribbean, leaving many without adequate access to essential economic, social, and cultural rights. The OHCHR CARICOM Regional Office works with governments and partners to address structural barriers, advance inclusive social protection, and ensure access to essential rights — including food, health, and education — for all.

Discrimination From gender-based violence and the rights of LGBTI+ persons to stigma rooted in age, race, disability, and ethnicity, discrimination remains a persistent barrier to dignity and equality across the Caribbean. The OHCHR CARICOM Regional Office supports the reform of laws and policies that perpetuate exclusion, advocates for the rights of marginalized groups, and works to build a culture of inclusion and respect for all.

Violence and Insecurity High homicide rates, gang activity, arms trafficking, and concerns over police abuse continue to threaten the safety and security of communities across the Caribbean, undermining the right to life and personal security. The OHCHR CARICOM Regional Office works with governments and communities to address the root causes of violence, strengthen community safety, and promote a culture of peace and human rights.

Impunity and the Rule of Law Weak justice systems, case backlogs, the retention of the mandatory death penalty, and the absence of effective national human rights frameworks continue to obstruct access to justice and accountability across the region. The OHCHR CARICOM Regional Office works with Caribbean governments to strengthen the rule of law, promote accountability, and ensure that every individual can access justice without fear or discrimination.

The OHCHR CARICOM Regional Office supports all member states of the Caribbean Community (CARICOM), including Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, and Trinidad and Tobago.

Communities can engage with OHCHR CARICOM through our regional consultations, public forums, and by contacting our office directly. We partner with civil society organizations, community groups, and local leaders to advance human rights at the grassroots level.
